WE ARE
Cybele Data Advisory is a veteran woman owned small business that empowers public and private sector organizations to establish, grow and maintain their in-house data operations by focusing on organizational support for data. We bring a unique mix of technical, scientific and management expertise to help organizations get the most value out of their data.
Holly Russo, PhD, is the Founder and President of Cybele, and a US Air Force veteran with over 18 years of research, development, and advisory experience supporting DoD and Intelligence Community agencies. She has led technical efforts both as performer and technical SETA, as well as research studies and outreach efforts, collaborating across DoD, IC, law enforcement and industry.


Holly is passionate about providing advice and knowledge to organizations to help them get the most value out of their data. She received her PhD in computational social science and her Master's in economics from George Mason University in Fairfax, VA. Holly is also very proud to say that she performed the majority of the design and development of this site.
